The CARS certification program closes the window of legal liability for creditors and forwarders concerning their contracted repossession company service providers. The CARS certification program was written by licensed Florida educators with hands-on experience, in conjunction with Hudson Cook, LLP, one of the nation’s preeminent law firms in the area of consumer financial services. The CARS certification covers all state and federal law that impacts the self-help repossession process and it has been put to the test in a court of law proving the recovery agent acted lawfully. And, CARS is accepted by industry leading lenders and forwarders in all 50 states.

The Illinois Edition of the CARS National Certification Program has been approved by the Illinois Commerce Commission (ICC) for both the Recovery Manager license and “E”, Repossessor license. The ICC is responsible for enforcement of the Illinois Collateral Recovery Act which regulates the licensure and activities of collateral recovery specialists in Illinois. The CARS final examination consists of 125 questions which includes 25 questions on the Illinois Collateral Recovery Act and the Adopted Final

Rules. A final score of 75% correct answers on the final exam is required for a Certificate of Completion to be issued to the applicant.
